The Azure card is given to refused asylum seekers who are destitute and taking all reasonable steps to return home but are unable to for reasons beyond their control. The report, The Azure payment card: The humanitarian cost of a cashless system, uses qualitative and quantitative data to explore how well the card works. It concluded that the card and section 4 support does not allow asylum seekers to meet their basic needs and live with dignity.
